CMR and Inspection task descriptions for project success

Technical assistance and support include:

  • Review, comment, and process submittals. Monitor compliance with management plans. 

  • Monitor compliance with Accident Prevention Plan and applicable safety requirements. Attend safety meetings. Document safety issues in the CMR Daily Log.

  • Draft Request for Proposals (RFP) that define work to be performed with relevant specification citations, including appropriate sketches.

  • Prepare Cost Estimates with a breakdown of labor, materials, and equipment costs. 

  • Prepare pre-negotiated objective, conduct fact-finding and clarifications with the contractor, review, and draft Record of Negotiation explaining the cost difference between the Owners estimate and the contractor’s proposed cost. All documents are uploaded to the Project website. 

  • Confirm certified payrolls are submitted for all workers, review for accuracy, and perform labor interviews. 

  • Perform quantity surveys, review and verify contractor’s monthly progress payments. 

  • Receive, log, and review submittals for completeness and accuracy. Submittals are tracked as via a submittal tracking log on the Project website.

  • Accept or reject informational submittals. 

  • Assist in resolution, draft response, track, and follow up on requests for information (RFI). 

  • Review Contractor Quality Control (QC) daily reports for accuracy and completeness. 

  • Photo documentation of construction progress and problems, such as capturing items that will not be seen later, etc. 

  • Review and verify the contractor’s project record drawings for each monthly progress payment. 

  • Assist in resolving disputes that may arise during the interaction between the construction contractor and the Owner.  

  • Review and document the contractor(s) claims for additional costs and/or time. 

  • Coordinate critical point, special, beneficial, and final inspections by design staff or other inspectors so work is approved in a timely and efficient manner. 

  • Issue inspection deficiency list to the contractor. 

  • Verify that required O&M manuals, warranties, guarantees, and closeout requirements are complete and in compliance with the contract documents. 

  • Coordinate Structural Tests and Special Inspections (STSI) with the contractor. Ensure inspections are completed in a timely manner.     

 
Inspection of the work of the construction contractor for progress, workmanship, and conformance with the contract documents and existing codes.

  • The Owner is promptly notified of any problems or issues observed. 

  • Owner provides necessary written notification and/or direction to the contractor. This does not include the authority to accept or reject work, to authorize changes to the terms and conditions of the contracts, or obligate the Owner time or money. 

  • Recommendations are made to the Owner not the construction contractor. The limits of contractual authority are designated in writing by the Owner. 

As requested by the Owner, a variety of meetings may be conducted at the project site. Meetings are chaired by the CMR. The CMR may prepare written meeting minutes for such meetings. 


Inspection reports, field reports, progress reports, are uploaded to the a Project website each week. Weekly field reports include the following:

 

  • The amount and types of work that have been completed through the end of the report week 

  • The number of modifications and costs of each 

  • The number of modifications pending with an estimate of cost for each

  • The percentage of the contract work completed 

  • The percentage of contract time used; the percentage of money spent

  • Documentation of controversial issues encountered or problems experienced by/with the construction contractor. 

  • The report may be written in general and abbreviated terms. 

Weekly telephone conference calls with the Owner and other parties as necessary. The purpose of these calls is to update the Owner and other project team members on the work progress, address outstanding project issues, and coordinate upcoming work activities.
